On January 16 at 6 p.m., a public participation event for the first change in development plan No. 146 will take place in the large meeting room of the town hall at Neanderstrasse 85. Access takes place via the entrance door on the back of the town hall, where parking is also available. During this event, the development plan draft is explained by the administration, and citizens have the opportunity to present their suggestions and concerns. The corresponding documents can also be viewed from January 17th to 31st in the Office for Urban Planning and Surveying.
The goal of the planned change in the development plan is to expelate an urban area. This is intended to help increase the range of use and to eliminate the vacancy of a shop. The current state of the local supply center, the ring center, which only builds on adjacent residential areas and offers some medical practices, no longer meets the requirements. In particular, the size of the empty shop for food retail is no longer up to date. Therefore, a continuation of the retail concept is sought to enable alternative usage options.

The planned measures of interior development must serve to develop the over -planned area in accordance with Section 13a (1) sentence 1 of the BauGB. In this context, a complete exclusion of retail in the development plan is not to be regarded as a measure of interior development. This development plan only regulates the exclusion of retail in the planning area. Training and information on the requirements for a development plan that is intended to create a building planning law basis for internal development measures are essential to ensure long -term local supply in defined areas outside of the planning area.
The strengthening of a local supply center can serve interior development as long as retail is not extended at other locations. However, it must be determined that this procedure cannot be approved as a simplified procedure. A formal environmental report for the development plan is missing, which is regarded as a procedural error and may have legal implications.
