He estimates that the approximately 5.5 million recipients of citizen benefit must also expect a zero round in 2026, provided that inflation does not increase. In 2023 there was already a zero round for the citizens' allowance, while the standard rate was raised by twelve percent per month for single adults in early 2024. This increase was made possible by a new calculation basis that takes into account the increased living costs. Nevertheless, in the opinion of many welfare associations, the current standard rate remains too low, which rejects the discussion about social justice.

The parity welfare association has asked the Ministry to raise the standard rate to 813 euros. "The current standard rate is not sufficient to live a decent life," said Joachim Rock, the general manager of the association. In addition, the welfare associations are calling for inflation compensation and checking the calculation method. The situation becomes more complicated by demands from the CDU, which suggests reducing rent expenses for citizen benefit recipients.

The political landscape is heavily polarized. While the traffic light coalition considers the citizenship benefit as a sensible element of social security, the opposition advocates returning to an activating social security system and the abolition of the citizens' allowance in favor of a "new basic security". Dr. Carsten Linnemann from the CDU/CSU emphasized that basic security should benefit the needy and that workers have to be stimulated to work.
