Hesse alarmed: only 15 bunkers for 6.2 million inhabitants!
In Hesse, the situation in the area of civilian protective measures is precarious. According to current information, there are only 15 “very limited usable” bunkers in the state. This fact was made public by the Federal Office for Population Protection and disaster relief . These bunkers offer a total of 33,000 protective places for a population of around 6.2 million inhabitants.
The circumstances that lead to this drastic decline are diverse. Large public bunkers in particular are no longer considered up to date. The warning times for modern weapons inserts are often only a few minutes, which means that most residents cannot reach one of the few bunkers in time. The focus of the protection has therefore shifted to the protection from flying debris and splinters.
Alternative protection options
Although the security situation after the Cold War required a fundamental adaptation of the protection concept, the events of recent years, as the Russian attack war against Ukraine, have led to a rethink. The Report On the inventory of the publicly dedicated shelter shows that reactivation would be quite possible, but depends heavily on the respective level of protection. In view of the changing security needs, comprehensive threat and risk analysis is urgently necessary.
The reversal of public protection spaces was stopped by the Federal Ministry of the Interior in 2022, a sign that the debate about civil protection in Germany was revived. Nevertheless, the question remains how Germany and Hesse can react at short notice to changing threats and what measures have to be taken to protect the population.
