USA and Ukraine: Historical Agreement for Returning Association decided!

On May 1, 2025, the USA and Ukraine signed an important economic agreement that includes the establishment of a reconstruction fund. According to Radio Euskirchen , this agreement is both a sign of the long-term support of the USA and a clear step towards economic stability for Ukraine. US President Trump sees the agreement to use potential profit from raw material reduction as compensation for US military aids.

Negotiations on the agreement have been going on since February and temporarily faced failure. However, a declaration of intent for the raw material agreement was signed in the second half of April. The Ukrainian Prime Minister Denys Schmyhal emphasized that Ukraine will keep control of its resources despite the agreement. A central aspect of the agreement is that 50% of the income from license and sales proceeds will flow into the newly founded funds.

Details of the economic agreement

As the Ukrainian Minister of Economic Affairs Julia Swrydenko explained, the agreement aims to promote projects for reducing raw materials such as minerals, oil and gas. This will not only increase the economic cooperation between the two countries, but also attract global investments in Ukraine. The US Finance Minister Scott Bessent described the agreement as "historical" and underlined that the economic partnership was recognition of the support of the American people for Ukraine.

  • Planning of the investment fund for exploitation of Ukrainian soil treasures
  • Privileged access from the United States to Ukrainian resources, including rare earths
  • Possibility to participate in other US military aids, e.g. air defense systems
  • Agreement must still be ratified by the Ukrainian parliament

The second half of the agreement stipulates that the United States could provide further military help to support the reconstruction and security in Ukraine. This strategic orientation is regarded by the United States as a necessary step to send a strong signal to Russia that will last for Ukraine in the long term.

The way to this agreement was not easy, since the question was originally questioned whether Ukraine would have to repay the US military and financial aids through raw material exploitation. However, these concerns have been cleared and it was determined that Ukraine is not obliged to make such repayments. This clarification should be of considerable importance for the Ukrainian government.

In summary, the signed agreement shows the confession of both countries to peace and prosperity in Ukraine. The long -term effects of this economic agreement are eagerly awaited, since it could be interpreted as a course for the future economic development of Ukraine. Further details on the exact conditions and progress in the implementation process are to be expected, while Ukraine is preparing for the ratification of the agreement in parliament.
