Financing chaos brakes the gap of the A445 between Hamm and Werl!

The further construction of the A445 motorway between Hamm and Werl is currently still standing still due to inadequate financial resources from the federal government. According to a report by Wa.de , the Arnsberg district government cannot currently acquire new areas as part of the land. For the year 2025, 1.5 million euros were registered for land acquisition, but these funds are not available.

The Autobahn GmbH emphasizes that the lack of land acquisition does not lead to delays in the project. Nevertheless, complaints against the motorway construction, which were suspended in November 2021, as well as an ongoing planning approval procedure, have complicated the situation. A planning approval decision is currently being complained about in terms of important aspects such as planning and construction. The gap in the A445 is managed as a priority project in the Federal Transport Infrastructure Plan.

planned expansion and challenges

The A445 is to be extended by eight kilometers to the A2 in Hamm. The supplementary planning approval decision for the new Werl/North to Hamm/Rhynern was issued in December 2024 is not yet final. Details at the end of the procedure will be published in early 2025, but questions about the availability of funds and existing lawsuits remain hurdles for the project, such as the reported.

As part of the land consolidation process, which was started in 2018, around 120 hectares of a total of 145 hectares of agricultural land needed. However, the legal challenges in connection with the lawsuits, also through a nature conservation association, make the progress of the project unsafe.

ecological measures and further planning

Despite the complaints, the first compensation measures have already been implemented. Further measures are currently on the brink due to the financial uncertainties. A new study by the Federal Environment Ministry heats the discussion about the further construction of the motorway, while planning in the Federal Transport Infrastructure Plan (BVWP) 2030 is anchored. This plan includes a variety of projects for building and new construction as well as a detailed assessment of each project with regard to its necessity, benefits and effects on the environment.

The evaluation of the projects in the BVWP enables a comprehensive decision -making basis for future infrastructure developments. The dossiers for the projects are available in the Prins project information system. This system helps to ensure the transparency and traceability of the planning.
