The construction of a residential and teaching house for young athletes in Kurtekotten is planned. A development plan is available online, which means that citizens have the opportunity to express their opinion in the public procedure.

The planned building will expand the settlement south of the Willy Brandt ring, where no construction is normally possible. Bayer 04 has initiated a procedure to enable the construction. As part of the project, Bayer 04 environmental and transport reports were created, which show that the construction does not cause climatic problems. Interestingly, rare black throats live in Kurtekotten, but confirmation confirms that they only use the space for nutrition.

The building site is controversial, since the project would be permanently sealed by the project of undeveloped Heideland. Bayer 04 argues that no other suitable building places could be found in the area and that alternatives would be more expensive. Political support receives the project from the CDU, SPD, AfD and departure, while the Greens, Climate List, Opladen Plus and Linke are pronounced. Councilor Gisela Kronenberg initially had sympathy for the project, but decided against the plan after the sealed area was enlarged.

Citizens have the opportunity from January 7th to February 5th to give statements on the development plan. The corresponding documents are designed during the opening hours in the Elberfelder Haus, Hauptstraße 101, Leverkusen building office.

When listing the land use plan in Leverkusen, overarching planning levels must be observed. The regional plan for the Cologne region is the most important control instrument for coordinating space claims in the region. This controls the settlement and open space development, large-scale retail developments and the local coordination for technical infrastructures.

The goals of the regional plan are binding for cities, municipalities and private people for local important projects. Current challenges and changes of legal requirements require a reorganization of the regional plan. The second plan of the regional plan will be publicly interpreted from October 15 to November 15, 2024, and citizens and affected public bodies are invited to comment on this draft, as Leverkusen.de reports.
