Approved double budget: Oberbergischer Kreis relies on financial stability!

On April 17, 2025, the Oberbergische Kreis received approval for the 2025/2026 double budget. This decision was made on January 14, 2025 and February 24, 2025 by the Cologne district government. This approval is an important step in the financial planning of the region, which is increasingly faced with challenges.

At a recently taken meeting between Daniel Lüngen from the district government of Cologne and Klaus Grootens, the district director and treasurer of the Oberberg district, the official budget settlement was handed over. In this context, Lüngen emphasized the importance of continuous advice and support for circles and independent cities, especially in economically difficult times. Grootens emphasized the value of personal exchange with the supervisory authority for trusting cooperation.

In parallel to the developments in the Oberberg district, the city of Cologne was granted approval for its budget. According to the district government, there are no legal reasons for the rejection of the proposals requested or the request for a budget safety concept. Nevertheless, the city of Cologne is asked to intensify its consolidation efforts. The aim of this request is to achieve a permanently ordered household economy and a "real" budget equalization in accordance with Section 75 (2) sentence 2 GO NRW.

The city of Cologne must constantly check the need for its budget positions and is obliged to report the implementation of the consolidation potential report. These reports concern both the annual and overall degrees of the city. The city of approval allows the city to make their budget statute known to the year 2025/2026 and to have it come into force.

The municipal self -government, guaranteed by Art. 28 Para. 2 GG, plays a central role in the budget constellation. The municipal code NRW (GO NRW) expressly regulates how the municipal households must be managed. This orders compliance with household goals and principles in order to protect the financial responsibility of the municipalities. A balanced budget is not only legally required, but also crucial for the scope for the design of municipal self -government.

For the district households, the determination of the district levy must be approved by the district government, which is determined by the district regulations NRW (Kro NRW). In the context of financial difficulties, the household security concept (HSK) was introduced, which obliges the municipalities to achieve budget equalization within a maximum of ten years. If the consolidation measures are not fulfilled, the financial scope of action of the municipality is severely restricted.
