Remscheid's fighter: Dorn demands faster permits for the south district!

The investment process in the southern district of Remscheid picks up speed. Rainer Dorn, an investor from Chemnitz, fought hard for the development of the area over a period of twelve years. Now that he has sold the areas to the discounter Edeka and Aldi, he is facilitated. "I'm glad not to have to fight anymore," he says. However, Dorn criticizes the complicated building permit procedures that prevail in German administrations. This could unnecessarily delay the implementation of the projects.

Department of Building Peter Heinze has already set a period of about three years for the adjustments to the regional plan, the development plan and the land use plan. However, Dorn calls for an acceleration of the process and stimulates an alternative process that could shorten the development time by half. To do this, he suggests developing an offer development plan and an urban development contract with the partners involved, including Rossmann, Aldi and Edeka.

planned new buildings and projects

As part of this development, Rossmann plans to build a new branch in the former Aldi market, while Aldi is aiming for an extension and Edeka is planning a complete new building. Dorn is convinced that these projects can be implemented in parallel, which would be an advantage for both the city and the residents. He expresses his hope that the city will consider its suggestions and offers its extensive expertise in this area.

Dorn feels very committed to the southern district and has promised the residents to maintain the full range and the fresh market, which are of great importance for the local community. Developments are getting closer, but the path through the bureaucratic hurdles remains a challenge.

administration and building permits

For the planned construction projects, the submission of a written building application to the building supervisory authority is absolutely necessary. All necessary construction templates must be enclosed in sufficient numbers. Each construction project requires specific documents that are listed in the official application forms. These must be created, among other things, by a design author, such as an architect or an engineer.

The site plan, which must come from a publicly ordered surveying engineer and cannot be older than six months, is particularly important. In addition, construction drawings are necessary that must contain floor plans, cuts and views on a scale of 1: 100. A parking space calculation is also required for almost all applications and must be drawn in the site plan.

In order to meet the legal framework for the sale of apartments in apartment buildings, for example, it requires a certificate of completion. This certificate ensures that the residential unit is structurally separated from other units and can be used as an independent living space. It is crucial for entry in the land register and an essential part of the declaration of division.

The path to approval is thus paved with clear legal requirements and the need to correctly create many documents. It remains to be seen whether the city of Remscheid is concerned with the necessary foresight and efficiency in order to advance the urgently needed projects in the southern district.

thorn and the partners involved are optimistic that with the right steps and the necessary support from the city, the development could soon become a reality and the southern district will experience an important economic upgrading.
