Politics at the limit: Bundestag debates billions of financial plan!

On Tuesday, March 17, 2025, the Bundestag faces a decisive vote on a billion -dollar financial package, which was negotiated by the Union, SPD and the Greens. According to their own statements, the coalition parties already have a two -thirds majority in the Bundestag. For the upcoming vote, however, several MPs also require to stop the project through urgent requests in the Federal Constitutional Court. These applications concern the design and adoption of the comprehensive law, which is expected to be voted in the Federal Council on Friday.

The non -party MP Joana Cotar has also lodged an objection in Karlsruhe and calls for a shift in the vote. Three FDP MPs have also announced that they would not consider the advisory period for the debt package to be sufficient. FDP financial expert Florian Toncar criticized that many basic questions for financing the package remained open and that serious changes were only introduced shortly before the coordination. This leads to the fear that parliamentary consultations will deteriorate.

The financial package includes far -reaching changes in the Basic Law, which in particular address expenditure for defense, civil protection, intelligence services and cyber security. It is planned that these expenses can fall under the debt brake up to one percent of gross domestic product that corresponds to around 44 billion euros. In addition, spending should be financed by loans. As part of the package, a new special fund of 500 billion euros is introduced, which is intended to serve to enable additional investments, especially in climate neutrality. Among other things, 100 billion euros flow from this special pot into the climate and transformation fund. An important innovation is also the wording for "climate neutrality by 2045", which is to be included in the Basic Law.

The challenges should not be underestimated. The CDU boss Friedrich Merz has already said that despite the new financial package, difficult negotiations on budgetary questions are imminent with the SPD. Mario Czaja, former CDU general secretary, has announced that it does not agree to the financial package. In the Federal Council, 46 out of 69 votes are necessary to decide on the constitutional changes. Union, SPD and Greens have secured 41 votes together, while the free voters in Bavaria are skeptical. However, Prime Minister Markus Söder has given the prospect of approval from Bavaria after he met the CSU and free voters' coalition committee.

The Federal Constitutional Court has already rejected several urgent applications that affect the financial package in the past. Under the pending methods, three organ dispute procedures and four constitutional complaints, including one of the left, which criticizes the accelerated legislative procedure. These legal uncertainties and the close period in which the negotiations take place raise additional questions. The Bundestag's budgetary committee will deal with the constitutional changes on Sunday and make a recommendation for a decision for the meeting in the Bundestag.

Time remains for the parties. The goal is to form a government at the latest, with 16 working groups working on a contract for a black and red government. In this contextual framework, the importance of the upcoming financial package for the creation of planning security and clarity is not only for the new coalition, but also for the entire political landscape of Germany.
