District Verden Schult Technical operations management for disaster cases!

On April 1, 2025, a comprehensive exercise of the technical operations management (Tel) of the district took place in the youth education workshop in Kell am See. During this exercise, various scenarios were simulated, including a water event in the building, flooded roads and fallen trees. A command vehicle was ready in front of the building, while two people monitor the events by phone and radio.

The alarm level was raised to 4 by the fire and disaster protection inspector Thorsten Petry. In this context, the district took over the operations management from the municipalities after several fictional missions from all associations were registered. The main task of the Tel consists in the position assessment and the central documentation of all information from the site.

The Tel was launched by the Verden district in order to take the operational-tactical leadership in large damage situations and disaster. It works on the basis of the Lower Saxony civil protection law (NKATSG) and organizes itself in accordance with the fire brigade service regulation (FWDV 100). In the case of disasters, a disaster protection rod is also formed that supports the Tel.

The Tel consists of fire engines in the Verden district and receives support from managers from the Technical Relief Agency (THW), specialist advisors such as the emergency services and the DLRG as well as liaison officers from the police and Bundeswehr. In addition, members were appointed by the district administrator for a 2-shift operation of the Tel and are named in the civil protection plan.

An essential part of the exercise was the testing of the efficiency of Tel. Information was shown on position cards, which is of great importance for tactical and political decision -makers. The operating sections were able to report to further staff or material at any time. This also ensured the catering and the exchange of emergency services in long -lasting locations. The Tel also prepared the tactics for the success in the entire damage area.

The exercise developed by Christoph Grünen and Jakob Schiff offered the participants the opportunity to increase their skills for both new and experienced members of Tel. Challenges had been deliberately installed to promote cooperation. A debriefing of the exercise is planned to improve the reaction speed in an emergency.

Important questions in disaster management concern, among other things, the tilting point, which must be achieved in order to act, as well as the integration of the management staff and technical operations management.

The Tel also offers regular training and exercises to optimally prepare their members for such emergencies. The district enables participation in seminars of the Academy for Crisis Management, Emergency Planning and Civil Protection (AKNZ) in Ahrweiler. Members can also take part in special courses that aim to deepen the specialist knowledge.

With a focus on disaster prevention, it becomes clear how important it is to be well organized and prepared. The efficiency and teamwork of the Tel are crucial in order to be able to react quickly and appropriately in an emergency. Therefore, the continuous training and practical exercises remain central to the work of the technical operations management.
