Efficiency boost: Cities of the Vorderpfalz start innovative cooperation!

The city of Frankenthal, together with the Rhein-Pfalz-Kreis, set the course for in-depth cooperation as part of a pioneering project for inter-municipal cooperation. On January 30th, a kick-off discussion between Mayor Dr. Nicolas Meyer and District Administrator Clemens Körner, in which three central topics for future cooperation were set. These are the monitoring of flowing traffic, the vehicle approval and preventive fire protection. The aim of this initiative is to make administrative processes more efficient, use targeted resources and to significantly improve the citizen service. Speyer-Kurier reports that the two administrations have now been commissioned to work out specific project plans.

The decision for the cooperation is found in a context in which the shortage of skilled workers and the tense budget situation of the municipalities are particularly emphasized. The advantages of such cooperation, which are already visible in the areas of adoption placement, are emphasized by the responsible politicians. The German University of Administrative Sciences Speyer will take over the scientific support of the projects to ensure that the new approaches can also be implemented.

project goals and main areas of action

The model project, which is funded by the Ministry of the Interior and for Sport, aims to research inter -municipal cooperation as an alternative solution to area changes. In this context, people plan to digitize digital processes in administration. Specifically, the focus is on the digital mass procedures for parental allowance, housing benefit and basic security in old age, in addition to the already mentioned car approval. According to Rhein-Pfalz-Kreis Final report that is expected for the end of the first quarter of 2023.

It is important that the results of the different project groups are presented to the administrative peaks in order to take targeted measures. The state funding of 223,344 euros is seen as an essential incentive for the city of Speyer to manage the costs of digitization and to intensify cooperation.

funding and future developments

Inter-municipal cooperation is under the sign of increasing financial support in Rhineland-Palatinate, which is available for both neighboring and non-ad directly neighboring municipalities. Up to 210,000 euros can be requested for three municipalities and up to 320,000 euros for four municipalities. Haufe also illustrates the role of the district council, which demands effective structures and increased cooperation of the administrations. The initiatives should also serve as examples of other municipalities and be presented as part of an inter -municipal network. An already successful cooperation in the area of vehicle approval should serve as a blueprint for similar projects in the region.

Overall, the developments in Frankenthal and the Rhein-Palatinate district show that inter-municipal cooperation is a promising path to increase the efficiency of the administration and to be able to counter the challenges of demographic change and digitization processes.
