Fight against a shortage of teachers: Rhineland-Palatinate starts large campaign!

Today is the 31st01.2025 and the educational landscape in Rhineland-Palatinate faces major challenges. In view of an acute shortage of teachers, the Ministry of Education in Rhineland-Palatinate has launched a comprehensive campaign, which under the title "Click Rhein and Land, have Palatinate du Bock!" stands. This initiative is aimed at various target groups in order to gain qualified teachers and to secure teaching at around 1,600 schools in the country. Around 44,000 teachers are currently in action, but the need is more urgent than ever. Minister of Education Stefanie Hubig (SPD) underlines the continuous need for other teachers in order to ensure high -quality education. A particularly urgent problem is the lack of teachers at primary schools. In order to counteract this, the Ministry of Education has taken measures that aim to take over a year -old, flexible hiring policy. In a meeting with the Minister of Education and the main staff council, represented by the GEW, it was decided that the school supervision will not only be able to hire teachers at fixed appointments in the future, but should also make this flexibly. In addition, the representative teacher pool was increased to 1,000 civil servants, 370 of whom are planned for primary schools.

Another focus of the campaign is the targeted advertising for the primary school teaching office. In particular, high school graduates and students who are interested in studying teaching are to be addressed. It is also checked how a lateral entry into the primary school teaching office can be facilitated. In addition, the Ministry is intensifying further and further training courses for teachers from other types of school.

Current figures show that Rhineland-Palatinate was able to fill all 507 civil servants at primary schools last year. At the beginning of the current school year there were only 20 out of a total of 7,434 primary school classes without a occupied representative center. With an average of 18.5 per primary school class, Rhineland-Palatinate has the smallest classes in the country comparison. Nevertheless, the challenge is great: over 10,000 teachers are necessary to meet the need and enable all students to have a comprehensive training.

The lesson supply to primary schools in Rhineland-Palatinate is currently 99.4 percent. This is achieved by also taking into account differentiation and additional offers. The school lines are relieved by giving them more time for administrative tasks and they are paid at least according to grade A 13. Currently under 80 functional points in primary school lines are vacant.

An additional problem is the integration of refugee children in schools. In this regard, the number of German-intensive courses has increased-a total of 544 courses, including 224 at primary schools. These developments show the complexity of the tasks that the Ministry has to cope with, and the need to continue to invest in teacher training and recruitment.

In the all -German context, the Conference of Ministers of Education passed a report on the teaching requirement in October 2022. This contains models and strategies to secure teaching care in 2023 to 2035 in order to cover the increasing need for qualified teachers. The challenges are significant, but the Rhineland-Palatinate initiative shows clear signs of a proactive approach to solve the problem.
