Reconstruction for Gaza: Arab states plan 50 billion-euro plan!
Arab states have developed a comprehensive reconstruction plan for the Gaza Strip in order to address the humanitarian needs of the population in the region and to gain a broader international support. Egypt intends to present the approximately 90 -page plan of the European Union and the USA. The aim is to counteract the proposals of US President Donald Trump, who plans to economically develop the Gaza strip and to move Palestinians into Arab countries. The Arabic plan provides for the removal of ruins and the construction of accommodations for Palestinians over a period of five years. The estimated costs for the reconstruction amount to around 50 billion euros. So far, however, no concrete commitments from Arab or other donor countries as well as international institutions that would be willing to finance the project are known.

A Palestinian body made of technocrats should take control of Gaza during a six -month transition phase. This control is later to be transferred to the Palestinian Authority (PA) under President Mahmud Abbas. Abbas' Fatah, however, rejected a common rule with Hamas, while Israel also did not accept a government participation in Hamas and its control by the PA.
Hamas on their part welcomed the summit plans for the reconstruction, in particular the rejection of a displacement of Palestinians. Nevertheless, Israel criticizes that the summit did not talk about the current realities after October 7, 2023. In this context, Israel plans to accept the proposal of the US sent Steve Witkoff for a temporary ceasefire in the Gaza Strip. This proposal was submitted after nightly security consultations with Prime Minister Benjamin Netanyahu. The ceasefire should apply during the Ramadan and the Passover Festival, in the exchange that hostages are released. According to the Süddeutsche Zeitung so far, Hamas has not approved the proposal.
Regardless of the efforts to peace, there are fears that the Gaza War could flare up again. The first phase of the ceasefire between Israel and Hamas has already ended, and there is no agreement on the continuation of the ceasefire. Israel is ready to go over to the second phase, provided that all hostages are released and the Gaza Strip is demilitarized. However, Hamas rejects demilitarization and considers this to be a "red line".

The participants of the planned international summit have asked the UN Security Council to send peace troops to the Gaza Strip and the West Bank. The Egyptian plan also provides for the construction of hundreds of thousands of apartments, an airport, a seaport, industrial areas as well as leisure activities such as parks and beaches. Despite the ambitions for the region, negotiations face major challenges, and the geopolitical situation remains tense.
The ongoing talks about a permanent ceasefire require further time, as was emphasized by Witkoff. After the 42nd day of the ceasefire, Israel can go back to fighting if the negotiations should be considered ineffective. The Ramadan started on Saturday and ends on March 29, the Pessach festival will take place from April 12th to 20th. The next steps in the negotiations and the actual implementation of the reconstruction plan are crucial for future stability in the region.
