Rhineland-Palatinate: From April, invoices must be submitted digitally!

From Tuesday, April 1, 2025, accounting agencies in Rhineland-Palatinate must submit legally e-bills for public orders and concessions. This mandatory regulation, which was previously based on a voluntary basis, aims to promote the digitization of the administration and to simplify the payment of orders. This reports the Official website of the district of Mainz-Bingen .

e-bills differ fundamentally from conventional paper and digital invoices, such as PDFs. They must be transmitted in structured, machine-readable XML data format, the standard x calculation. For electronic invoicing, the accountants must register in the central e-calculation portal RLP (ZRE). This portal offers free and easy access to transfer invoices to authorities in Rhineland-Palatinate and in Saarland.

advantages of e-bill

The ZRE ensures that invoices are automatically directed to the correct areas of the authorities and facilities. This is done by the use of guide IDS, which promote smooth processing. Future accounting activities will be comprehensively informed by the e-billing portal. Here you can find materials, instructions for registration and contact options for support sites to quickly clarify questions. According to the page e-dalung.service.rlp.de , the use of the ZRE is mandatory for everyone involved in the public order.

In addition, it is emphasized that electronic accounting offers an interesting advantage. E-calculations are structured invoices that are transmitted electronically and thus enable automatic processing without media breaks. This significantly reduces the effort and the error rate. According to e--dechung-bund.de , suppliers of the federal government have already been obliged since November 27, 2020 to submit e-bills for direct orders from 1,000 euros.

registration and submission

In order to successfully submit the e-bill, the accounting agent must make a one-time, free registration on the corresponding platform. After registration, you can start submitting your bills immediately. There are different transmission paths: from the web application for direct entries to the upload in advance invoices created to web services via Peppol and email for larger invoice volume. The e-bill is validated after submitting the formal requirements.

Numerous resources and contact details are available for further information and further support in the FAQs of the e-billing portal. The implementation of this innovation will not only accelerate the processing of orders, but also contribute to the modernization of the administrative processes in Rhineland-Palatinate.
