The property tax is an important instrument for financing the municipalities and is subject to the provisions of the respective cities and municipalities. The financial administration of North Rhine -Westphalia has already issued property tax assessments and measurement notices for around 6.4 million economic units in order to create the basics for the collection of property tax on January 1, 2025. according to Financial Administration.nrw.de Nutrality does not mean that the tax burden for citizens remains the same. The individual property tax depends on the property tax value, tax measuring number and lifting rate. In the coming years, in addition to existing basic taxes A and B, there will also be the introduction of property tax C, which will be collected from 2025 for unused, bicycle plots to promote better development.
The reform has the potential to significantly change the structure of property tax. The calculation will take place in the future according to the formula: property tax value × tax measurement number × heb estate of the municipality = property tax amount. Nevertheless, the changes are also criticized, in particular with regard to the increased bureaucratic effort and the unequal tax burden in many regions with a high lack of housing.
