Noosha Aubel: Scandal in Potsdam involving a severely disabled child
While little Heidrun is celebrating her second birthday today, she is still waiting for something that should be a given in a constitutional state: a place in an integrative daycare center with individual assistance. Her parents have been fighting for this right for over a year and have now written supervisory complaints, criminal complaints and petitions. What they are experiencing in Potsdam is, according to citizens, the pitiful face of an administration that ignores laws and coldly abandons the weakest in society, children with severe disabilities.
As early as January 2025, representatives of the Children, Youth and Family Department of the state capital Potsdam had acknowledged in writing that Heidrun needs special support due to her severe disability - the toddler has suffered from a KBG gene defect since birth (100 percent severe disability with care level 4 and, among other things, the symbols "H" = "helpless" and "aG" = "exceptionally disabled").
But the beautiful and disdainful words of those responsible in the state capital Potsdam, under the personal responsibility of the mayor NooshaAubel (50, non-party), remained. Despite the clear legal situation (§24SGBVIII, §22aSGBVIII), the city still refuses to accept them to this day. The proceedings before the Potsdam Administrative Court (Az.VG7L1336/25) have been delayed for months.
In a letter to the President of the Administrative Court dated February 13, 2026, the parents not only complain about the inaction, but also a violation of the fundamental right to the statutory judge (Art. 101GG). Meanwhile, the new mayor Noosha Aubel presents herself as a social modernizer. In reality, its administration continues the tradition of its predecessors. The extensive documents show how letters, registered mail and emails remain unanswered and how the court merely confirms receipt without yet deciding on the urgent application.
The recent history of Potsdam shows that this behavior is not an isolated case. Digital magazine reported in April 2021 that the city did not provide a disabled transport service to another severely disabled child for more than 18 months; Those responsible ignored the purchase of a child seat for over 73 weeks despite a medical report, and the child also had to fight for an integrated daycare place for more than a year. And in May 2025, the then SPD mayor Mike Schubert was voted out of office with an overwhelming majority. Schubert's deselection was a democratic outcry; But apparently the city of Potsdam has learned nothing from its scandal, even under Mayor Noosha Aubel.
In the meantime, the parents were forced to lodge a complaint with the supervisory authority and file criminal charges. We will soon be reporting on those responsible in a series of articles, for which we will shortly be submitting official press inquiries to the city administration of the state capital Potsdam, the Potsdam Administrative Court and the Berlin-Brandenburg Higher Administrative Court, here against the background of the criminal complaints filed by the parents. In this context, reports on investigations and criminal proceedings must be free of prejudice. The parents make it clear to representatives of the press that the advertisements do not represent prejudgment, but rather serve to clarify the facts. In front of the historic Nauener Tor in Potsdam, citizens expressed sharp criticism to representatives of the press on Thursday: "How anti-social and morally depraved must a society be if a severely disabled child is denied the daycare place with individual helpers that he is entitled to by law?" said a passer-by. Many see Aubel's administration as a continuation of the failed social policies of her SPD predecessor.
The parents of two-year-old Heidrun have announced that they will exhaust legal recourse to the European Court of Human Rights (ECHR) and make the case public with their lawyer Axel Kapust, who fights every day for the toddler, who has multiple severe disabilities. They rely on the ban on discrimination in the Basic Law, the UN Convention on the Rights of Persons with Disabilities and numerous court rulings. At the same time, they are demanding disciplinary measures against those responsible in the administration and judiciary, including state liability and compensation, because with every day, as the Charite Berlin certifies, the toddler is losing valuable time in the fight against severe disability. It is high time for Mayor Noosha Aubel and the state government to act. Inclusion is not an empty slogan; it is a fundamental right. The state capital Potsdam and the state of Brandenburg cannot afford to be in the headlines again as a city and state of ignorance and discrimination. A democratic society is measured by how it treats the most vulnerable. The case of Heidrun shows that Potsdam and the state of Brandenburg are currently failing miserably in the face of this test.
